As is
the case with the tensions between the EU and Hungary, the drafting of the “Treaty”
regarding the Economic and Monetary Union is once more raising the debate on
the way in which the EU may influence the autonomy of national democracies. In
such a context, Yves Bertoncini tries to analyse the relations between European
politics and national democracies in a “Notre Europe’s viewpoint” expressing
three main statements :
1/ The European Union has a limited and targeted influence on national democratic
choices.
2/ European policies rest upon decisions which necessarily involve national
authorities, in conditions that the debt crisis has revealed are in need of
clarification.
3/ The EU’s decisions stem from the balance of power between States and parties,
largely defined by the dynamics of national democracies.
Whilst solidarity between European member states is currently being exposed to a series of tensions, Yves Bertoncini analyses the political foundations of the main solidarity mechanisms established by the EU, on the basis of a speech at the College of Europe in Bruges. His tribune leads to put into perspective several important European debates of the year 2012 (support plans to the eurozone, revision of the Community budget, management of the Schengen area, etc.).
While the
heads of state and governments of the EU have just taken crucial decisions for
the European economies, Pascal Lamy puts the current debates in a global context
and sketches suggestions for the main medium-term reforms, in a Tribune based
on his intervention during the European Steering Committee of Notre Europe.
At a time when the adoption of a new Treaty is
relaunching the debate on the functioning of the EU, this study by Notre Europe analyses the exercise of
the power of legislative initiative by the Commission, which is a key element
of the “Community Method”. Based on a selection of innovative proposals adopted
by four different colleges between 1991 and 2007, this study provides political
and institutional lessons that are extremely useful in the current period.
