Elvire Fabry holds a PhD in political science from the IEP (Sciences-Po) Paris, and Master's degrees in philosophy and international relations from the University of Paris I. She specialises in European institutional questions, including political integration (democracy, civil society, citizenship), perceptions of globalisation, and issues relating to climate change regulation.
After a stint at the European Commission's Forward Studies Unit in 1995, she joined the prospective studies and foresight centre, Futuribles International, and in 2003-04 conducted research at the Fondation Robert Schuman. From 2005 until spring 2009 she was director of the European programme at the Fondation pour l'Innovation Politique.
She is member of the editorial board of the journal Futuribles, of the board of directors of Confrontations Europe and of the European Movement's France national headquarters. She is also vice president of Proeuropa.

In the aftermath of the publication of the 2011 TGAE Report, Elvire Fabry, project coordinator and senior research fellow at Notre Europe, gave an interview to the Polish newspaper Rzseczpospolita.
At the occasion of the launch of TGAE's report, June 15 2011 in Brussels, Elvire Fabry, senior Research Fellow at Notre Europe, signs this article in Public Service Europe.
As in the two previous editions of Think Global – Act European (TGAE), coordinated by Notre Europe, this report focuses on the medium-term, covering the Polish, Danish and Cypriot Trio Presidency, which will run from July 2011 to December 2012.

Such a focus allows for an in-depth analysis of the Trio’s role, both front-stage and back-stage, as it develops in the context of the Lisbon Treaty’s implementation. Accordingly, the authors of this report, coming from 16 European think tanks, take stock of the initiatives adopted during the past Trio Presidency, identify emerging challenges and formulate concrete short- to medium-term proposals aiming for rapid policy-progress.
Overall, the 18-month time frame to which each new edition of TGAE is devoted produces, from one report to the next, a comprehensive chronological picture of the EU’s development.
