Philippe De Schoutheete

Baron Philippe de Schoutheete, a former Belgian diplomat, was ambassador in Madrid, political director at the Belgian Foreign Ministry and Belgium's permanent representative to the European Union from 1987 to 1997. He was special adviser to Commissioner Michel BaHe has been Guest Professor at the University of Louvain and at the College of Europe Natolin (Poland) and is now Director of the European Department of Egmont Insitute (Royal Institute for International Relations).

He is member of Notre Europe's Board of Directors.

In the ferment of reflections and proposals on institutional issues which surrounds the work of the Convention on the Future of Europe virtually nothing is said about the role and functions of the European Council.
