Sofia Fernandes

Research Fellow. Socio-economics Affairs.

Sofia Fernandes holds a degree in European Studies (2004) from the Lisbon University and a degree in International Relations (2006) from the Higher Institute of Political and Social Sciences (Lisbon). In 2004, she studied six months at the Università di Bologna in the context of the Erasmus programme. She is currently working on her PhD dissertation in Economics at the Higher Institute of Economics and Management (Lisbon). From 2005 to 2007 she was a trainee and then a training and information officer at the Jacques Delors European Information Centre (CIEJD), in Lisbon. From 2007 to 2009 she continued her collaboration with CIEJD as a trainer in the fields of the European Integration Process, the European Institutions, the Lisbon Treaty and the Lisbon Strategy for Growth and Jobs. In the context of the Portuguese Presidency of the European Union, in 2007, she worked as a deputy counsellor for competitiveness at the Portuguese Permanent Representation to the EU. After her experience in Brussels, Sofia Fernandes worked at the Portuguese Institute for Quality as an international cooperation officer (2008-2009).

The short-term response to the crisis renewed the thoughts about the reform of European economic governance, fueled by the European Commission and the proposals of the Task Force chaired by Herman Van Rompuy. This debate has given birth to the "European semester". After a presentation of content and tools of this new structural element of the post-crisis European economic governance, this Brief also addresses some issues that deserve special attention. Indeed, the European Semester is a breakthrough in the European economic governance, however, it is insufficient to provide the economic pillar EMU needs.

The window of opportunity is narrowing in terms of making political and budgetary decisions that will shape the economic, social, and environmental future of the EU through 2020. This document, the result of a seminar organized by Notre Europe and the Real Instituto Elcano, assesses the contribution of agriculture and the most integrated EU policy, the CAP, towards medium term growth targets.

On the occasion of the European Council of the 17th and 18th of June, Elvire Fabry and Sofia Fernandes, Research Fellows at Notre Europe, analyse in this paper what is at stake in terms of deliberation and communication around the Europe 2020 strategy in order to take it, in the months to come, from the "nebulous state" - full of objectives only - in which it now finds itself to a more "solid state," i.e. a fully-fledged strategic implementation. This paper is in line with the proposals advanced in the "Think Global-Act European" report to the Spanish-Belgian-Hungarian Trio Presidency published in March 2010.
