This policy paper focuses on EU employment oriented policies. It takes an historical perspective (from the Rome Treaty to recent EU reactions facing the 2008-2009 economic crisis), then analyses existing tools and their impact, European hard law, European Employment Strategy and the Open Method of Coordination, financing funds. It concludes on policy proposals for Europe 2020 debate.

Doctor in Economic Sciences, former student of Ecole Normale Superieure (Ulm, 1990) Christine Erhel is lecturer in economics at the University of Paris since 1999. She is also researcher at the Centre for Employment Studies since 2009.
