The history of European action in support of rural areas is one of slow, intermittent construction. This policy brief reviews the steps by which the European rural development policy was created and assess how firmly it is anchored among EU policies.

To meet the needs of the rural areas which are very diverse in their situation and their evolution, the Union has to adapt its policies. This paper makes some proposals and draws some lines for future reforms, in particular for CAP.
