The short-term response to the crisis renewed the thoughts about the reform of European economic governance, fueled by the European Commission and the proposals of the Task Force chaired by Herman Van Rompuy. This debate has given birth to the "European semester". After a presentation of content and tools of this new structural element of the post-crisis European economic governance, this Brief also addresses some issues that deserve special attention. Indeed, the European Semester is a breakthrough in the European economic governance, however, it is insufficient to provide the economic pillar EMU needs.

Jacques Delors was president of the European Commission from 1985 to 1995. He had previously been minister of finance in France. In October 1996, Jacques Delors founded the research institute Notre Europe and is today its founding president. In May 2000 he was appointed president of the CERC (Conseil de l'emploi, des revenus et de la cohésion sociale) until July 2009. Emmanuel Mermet holds a Master in European Macroeconomics (University of Lille, 1996) and a Master in Local Development (University of Rouen, 1997). He has been Research Officer at the European Trade Union Institute in Brussels (1998-2003) and economic Advisor at the French trade union CFDT (2003-2010).
