The accord on the new Reform Treaty, agreed at the informal Lisbon summit of 18-19 October, is good news for the future of the European Union. Provided that this Lisbon Treaty is ratified by the EU's 27 member states - an outcome that is not guaranteed - we could be witnessing the end of a long period of uncertainty on the future of Europe's institutions post-enlargement, which has gone on for nearly 12 years now.
