Après le 'non irlandais', ouvrons le débat - Les Echos, 27 June 2008

Il y a des « non » difficiles à digérer. Un projet de traité européen issu d'interminables négociations entre 27 Etats membres, parfois à huis clos mais aussi au grand jour au sein d'une instance - la Convention - révolutionnaire au regard des pratiques diplomatiques, vient d'être rejeté par une majorité des électeurs irlandais, provoquant, une fois de plus, une crise d'envergure européenne. La tentation existe, à Bruxelles et ailleurs, de ne pas s'attarder sur ce « non », d'avancer malgré tout, en prétextant que le vote était avant tout national, que les Irlandais n'ont pas compris le vrai enjeu, etc. Et si, au-delà du sort du traité de Lisbonne, on prenait cette fois le temps d'une analyse plus lucide du rejet qu'il a suscité ?

The Irish « no », if confirmed by the official results, is a serious disappointment which calls for an enhanced European commitment. The reaction should be neither to blame the Irish voters nor to stop the ratification process. On the contrary, this process - in which all EU governments have all engaged themselves - should be accelerated and completed before deciding what comes next.
