AFFAIRES-STRATEGIQUES :Considérez-vous que l'UE a eu les bonnes réactions face à la crise financière et économique et qu'elle a su prendre les bonnes décisions ? Pensez-vous que nous nous dirigeons vers une forme de gouvernance économique européenne ?
Tommaso PADOA-SCHIOPPA : Le jugement sur la manière dont l'Europe a fait face à la crise financière ne peut être que mitigé. Dans certains domaines, l'Union a réagi rapidement, efficacement et de manière conforme à la crise. Dans d'autres domaines, au contraire, elle a fait preuve de lenteur, de difficultés et d'un manque de capacité d'action efficace. Dans le premier domaine, il y a l'action de la Banque Centrale Européenne ; dans le deuxième, il y a la difficulté d'organiser une gestion de la crise vraiment unique. Ce n'est pas une différence de volonté, mais d'institutions : l'Union existe dans le domaine monétaire, et non dans le contrôle prudentiel et l'intervention gouvernementale. Le contrôle prudentiel reste fragmenté entre les Etats. l'action gouvernementale de crise, une injection de capital dans les banques, ou une définition plus claire des assurances dépôts par exemple, n'entrent pas dans les compétences de l'Union. La présidence française a fait, à mon avis, ce qu'elle pouvait pour combler ces lacunes et promouvoir une action et réponse communes. Mais à certains égards, il est trop tôt pour dire si elle a réussi ou non. l'effort a cependant été considérable et est allé dans la bonne direction...

Tommaso Padoa-Schioppa is President of Notre Europe and Chairman of Promontory Europe. He was appointed by Greek Prime Minister Counsel for issues related to management of the economic crisis and public debt in the financial system on August 3, 2010. He was Italian Minister of Economy and Finance (2006-08) and Chairman of the Ministerial Committee of the International Monetary Fund (IMFC, 2007-2008).
He is a former Chairman of the Trustees of the IASC Foundation (International Accounting Standard Committee, 2005-2006). In 1998-2005 he was member of the first Executive Board of the European Central Bank. Previously he was Chairman of Commissione Nazionale per le Società e la Borsa (CONSOB, 1997-98), Deputy Director General of the Banca d'Italia (1984-97) and Director General for Economic and Financial Affairs at the Commission of the European Communities (1979-83).
He has been Joint Secretary to the Delors Committee (1988-89), Chairman of the Banking Advisory Committee of the EC (1988-91) , Chairman of the Basle Committee on Banking Supervision (1993-97) and Chairman of the Committee on Payment and Settlement Systems (2000-05).
He graduated from the Luigi Bocconi University and has a M.Sc. from the Massachusetts Institute of Technology.
