In this article Mario Monti develops the idea of a new method of ratification of treaties aiming at avoiding the institutional paralysis of the EU in case of blockade of the process by a Member State. This proposal, announced during the Second European General Estates in June 2008, is published by Notre Europe in partnership of two co-organisers of the event: EuropaNova and the European Movement France.
