The author
Maria João Rodrigues is a professor of economics at ISCTE, University Institute, Lisbon. She is economic and social policy advisor to the European Commission. She was Portugal's Minister of Employment and special advisor to the Prime Minister in charge of preparing the follow-up to the 2000 Lisbon European Council.
