Réaction de Notre Europe, rédigée par Jean-Christophe Bureau, 12 Février 2010 :
“ Congratulations for this proposal that Notre Europe is happy to endorse. Among the possible shortcomings, I just would like to point out that the set of proposals is a bit too complex. There are already many problems of transaction costs/administration/control in the current agri-environmental measures, and there is a difficult trade-off between bureaucracy and targeting. Your proposal addresses it partially, but more focus on simplification would be welcome. We also find that the sections on climate change are a bit crude and oversimplify this complex issue (once non CO2 gases are taken into account, the embarrassing truth is that grazing animals tend to have a rather poor balance, compared to livestock production that is less environmental friendly on all other aspects but this one). But as a whole, the proposal is well thought and accurately targets one of the most important challenges of the CAP.”
