Timo Behr est diplôméen relations internationales et économie internationale (PAul H. Nitze School of Advanced International Studies-SAIS- Université John Hopkins, Washington DC) et en sciences politiques -Université de Londres).

Avant de rejoindre Notre Europe, Timo a travaillé dans le domaine des affaires internationales pour differentes structures académiques et non-académiques, il a été professeur assistant en relations internationales pour l'Université de Bologne, conférencier en études européennes pour la SAIS à Washington, consultant à la Banque mondiale et chercheur associé pour le Global Public Policy Institute (GPPI) à Berlin. Il a également effectué des missions pour la Délégation de la Commission européenne à Washington, pour l'Ambassade d'Allemagne à Ankara et auprès de l'Institut d'Etudes et de sécurité à Paris.
